LISBON – The town manager and school superintendent presented their 2009-10 budget proposals to the Town Council this week, and if they are approved spending will drop more than 10 percent from this year.
The school budget proposal presented by Shannon Welsh stands at $14,553,699, a drop of $16,211 from last year. The reduction was realized by the retirement of a guidance counselor, no increase in health insurance costs and a reassignment of responsibilities in the curriculum and central offices. Two positions were added, an elementary teacher and special education technician.
The municipal budget, presented by Town Manager Steve Eldridge, is $6,637,207, down by $751,840. He commended town employees for bringing in a smaller budget.
Joining with the city of Lewiston for assessing and code enforcement services, which is under consideration, would eliminate three positions in the town office and save Lisbon just under $32,000 a year, Eldridge said.
The council will meet April 7, 14 and 28 to study the proposals before making a final decision.
Following an executive session it was voted to renew labor agreements with Teamsters representing police and public works, which will give covered employees a 3.25 percent wage hike and require higher deductibles for health services. None of those workers received raises in the last fiscal year.
The warrant for 182 unlicensed dogs was signed. Owners of dogs unlicensed after April 1 will face a late fee.
It was voted to post the following roads for weight limit as recommended by Public Works Director Elwood Beal from March 18 through May 1: Bowdoinham, Edgecomb, Ferry, Fisher, Gould, Hudon, Keay, King, Littlefield, Moody, Pinewoods, River, Store and Burrough; also Mill Street for new construction; Wing Street and Webster Road are posted year-round.
