MINOT – Voters at the March 1 town meeting will decide the fate of two proposals that would expand the range of town services.
One proposal would put the town in the cemetery business; the other would provide people here with full privileges at the Auburn Public Library.
Both the selectmen and Budget Committee back a plan for the town to take over ownership and maintenance of West Minot’s Riverside Cemetery and the Center Hill Cemetery along Center Minot Hill Road.
With little open space in cemeteries around town, voters at town meeting two years ago established a committee to correct the situation.
In separate warrant articles, voters are asked to approve their solution: The takeover of Riverside and Center Hill cemeteries, including balances in the respective cemetery associations’ perpetual care funds.
A second article seeks $50,000 to purchase a 17-acre lot to expand the Center Hill Cemetery.
Selectmen are recommending approval of a plan that would, for $15,000 the first year, allow people full access to the facilities and services provided by the Auburn Public Library.
With one member absent and another abstaining, the Budget Committee voted 5-2 against raising the $15,000.
Speaking for the Budget Committee, Colleen Quint said she expects a lively discussion of the library proposal on town meeting floor.
“There’s strong support of the idea of this agreement with Auburn, but some felt $15,000 was too expensive for the number of Minot people now using the library,” Quint said.
The total amount being requested on the municipal side of the budget is $1,368,000, which is $68,000 more than approved last March.
Selectmen are recommending voters approve $1.35 million and the Budget Committee about $40,000 less.
The public works budget includes a request to purchase a new plow truck to replace one that is 20 years old.
While the request carries a $125,000 price tag, $41,700 would be raised this year and the rest financed over the next two years. Road manager Arlan Saunders is expected to have a more concrete proposal for discussion on town meeting floor.
Also included is another request for $35,000 to develop a baseball field at Minot Memorial Park and a vote to authorize applying for a new recreation trails grant, using recreational impact fee money as matching funds.
Voters will also be asked to approve amendments to the town’s land use code. The amendments will bring the town into compliance with state and federal shoreland zoning requirements and are intended to bring the town’s land use code into conformance with the town’s comprehensive growth management plan.
School officials are proposing a $4 million budget that, while overall up 3 percent over this year, would keep the amount supported by local property taxes level at $1,625,141.
The proposed budget exceeds the amount the state suggests be raised under the Essential Program and Services Act by about $440,000, an amount that is $117,000 less than the overage spent in this year’s school budget.
The only major change at the Minot Consolidated School is budgeting for one less teacher, a reduction achieved through retirement.
According to School Committee Chairwoman Susan Callahan, officials have worked hard to present a reasonable budget.
“We have tried to get more for kids without it costing more money,” she said.
Town meeting begins at 9 a.m. Saturday, March 1, at the school.
