LISBON – The property tax rate is expected to be $24.25 per $1,000 valuation, the same as last year. That’s a quarter less than projected at the close of the May town meeting.

Councilors reviewed a draft of the rate as presented by Assessor Gerald Samson Tuesday, and are expected to finalize the rate at their Aug. 1 meeting.

The school and municipal budget approved by voters is $21,446,375. After revenues, a total of $8,482,483 will be raised through property taxes. While the amount to be raised this year is $100,000 more than last year, new taxable development was enough to keep the tax rate flat, said Town Manager Curtis Lunt.

Councilors also reviewed a proposed eight-page set of council rules, which will be finalized at the next meeting.

In other business:

• Councilors authorized Lunt to apply for a $540,000 bond issue, the proceeds of which will be used for several voter-approved projects;

• Accepted the low bid of $17,500 from Wallingford Equipment for a Kubota utility tractor for Beaver Park, replacing a 1968 model;

• Accepted Crooker Construction’s low bid of $55 per ton for paving, up 30 percent from last year, which will result in fewer roads being done with the $215,000 available. Also accepted the low bid of $132,000 from Howard Fairfield of Skowhegan for a new street sweeper, replacing a 1991 model;

• Approved a new victualer’s license for Brake Time Grill, but tabled an itinerant vendor’s license application as the stand is larger than the ordinance allows;

• Tabled action on a bid of $25,000 from Industrial Roofing to replace the roof on the Teen Center until the next meeting in order to discuss a recommendation by the firm to insulate the roof;

• Tabled action on the awarding of the Sabattus River boat launch low bid of $30,000 submitted by Bulick Construction in order to review a redesign of the parking lot. The new plan would allocate 20 spaces for trailers and trucks and 20 spaces for other vehicles. It is expected that the state Department of Conservation will pay up to $14,000 of the cost. If approved by the council, the project will be rebid to include landscaping and paving.
