DIXFIELD — Town Manager Eugene Skibitsky is hopeful that an agreement can be reached with the Mexico Sewer District on the ownership of the sewer main attached to the Webb River Bridge, now that the contract for replacing the bridge has been awarded.

The contract was awarded to Alvin J. Coleman and Son Inc. of Conway, N.H., at a cost of $2.8 million by the Maine Department of Transportation earlier this week, Skibitsky said. Six firms submitted bids.

Plans are to begin the work early next year, with completion in the fall of  2012.

At issue is ownership of the sewer main that connects Dixfield sewer users with the Mexico sewage treatment plant. If the town can prove ownership, the interest rate for the town’s funds to replace the main would be about half what it would be otherwise.

Skibitsky said he has been discussing the matter with one of the Mexico Sewer Department trustees and believes an agreement can be attained. He declined to provide further details but said a resolution may come by the first of the year.

Once that is achieved, the board will meet to approve the agreement, then  go for a loan. He said the cost of buying a new sewer main for attachment to the new bridge is just under $81,000, which will be repaid by Sewer District users. However, the town wants to borrow about $98,000 to cover associated costs with the replacement.
