AUGUSTA (AP) – Majority Democrats on Tuesday won only one Republican vote on the Appropriations Committee for a $40 million state borrowing package proposed by Gov. John Baldacci.

The 9-4 committee tally reflected broad Republican opposition to a bond package of that size at this time. Some Democrats said $40 million was as low as they would go.

Bipartisan support at some significant level would be needed to send any borrowing package out to referendum. Two-thirds House and Senate majorities are needed, so the Republican minorities have a determining say. Baldacci’s proposal – scaled back from earlier plans – is designed to raise $20 million for the Land for Maine’s Future program, $9 million for transportation projects and $11 million for environmental initiatives.

Last November, Maine voters approved all three bond issues on the ballot, authorizing the state to borrow $89.3 million for transportation, environmental and education projects.

A meeting last week involving Baldacci and House and Senate leaders from both major parties failed to produce an accord but set up Tuesday’s Appropriations Committee session.
