LISBON – Lisbon Town Clerk Twila D. Lycette, has been accepted as a member in the Master Municipal Clerk Academy program of the International Institute of Municipal Clerks.

The academy is a professional body of municipal clerks who have continued their level of educational achievement beyond the Certified Municipal Clerk Award.

Institute President Elizabeth H. Kiss, municipal clerk of East Brunswick Township, N.J., said, “I am honored to welcome Mrs. Lycette as a member in the Master Municipal Clerk Academy.”

In order to become a member, a person must first attain the institute Certified Municipal Clerk certification, attend a minimum of 36 hours of graduate courses at an institute-recognized municipal clerks academy or complete similar educational programs relating to the responsibilities of the municipal clerk’s office. Specific professional participation must be achieved, such as leadership in national and state associations, attendance at seminars and conferences and professional writings and accomplishments.

Approximately 15 percent of 10,300 members of the International Institute of Municipal Clerks have qualified for the Master Municipal Clerk Academy status.

Lycette has been with the town of Lisbon since October 1986. She completed an institute-approved certification program, and received her Certified Municipal Clerk designation in July 1991.

Continuing her professional education, she has completed courses offered by the Maine Town and City Clerks Association. She has also completed other courses, seminars and conferences relating to local government.

Active in professional affiliations, Lycette is a member of the International Institute of Municipal Clerks, serves on the Archive Advisory Board with the stat, served as treasurer with the New England Institute and served on the Certification Committee with the Maine Town and City Clerks Association.

Lycette has been a member of the International Institute of Municipal Clerks since December 1987.
