PARIS – A Paris Hill Road couple will benefit from a Community Development Block Grant program as their trailer is replaced by a new home.

“We have a resident who is on disability and who recently had to have major surgery,” Town Manager Steve McAllister said Thursday, declining to name the individual.

That person, he said, is now wheelchair-bound and has had difficulty since returning home because the person’s mobile home is not handicapped-accessible. Also, McAllister said, the mobile home is in “substandard condition.”

So the town of Paris and Community Concepts have stepped. The plan is to build a two-bedroom home that measures 26 by 32 feet, approximately the same size as a double-wide trailer, McAllister said. The home will be fully handicapped-accessible.

The project has not yet gone out to bid, but “we’re looking at somewhere around a $45,000 total project cost,” McAllister said.

A Community Development Block Grant administered through the town will cover about $35,000 of the project cost, he said, while Community Concepts will donate $10,000 and in-kind labor toward the project.

The money, McAllister added, does not come without stipulations. “When the house is sold, the proceeds come back to the town,” he said, adding that this agreement applies even if an heir sells the property.

“I hope that we could do this within six weeks – and that means have it built and livable,” McAllister said. “I’d like to do it before it gets too cold outside.”

The Paris Board of Selectmen are expected to approve bids on the project at their next regular meeting.
