An attempt to tax non-returnable beer bottles and cans was defeated in the House today. The bill, presented by Rep. Winchenpaw (R-Friendship) would have given the Highway Commission an estimated $640,000 a year; most of it earmarked for highway cleanup work, its sponsor said. Winchenpaw said his bill is not a dry measure but is opposed by malt liquor lobbyists who say it would work a hardship on the “poor man” by taking his drink. The lobbyists have been “looking out for the poor man all winter.” said Winchenpaw, but that is not who is paying their salaries. Rep. Browne (R-Bangor) said the bill is “not fair.” It taxes one source of roadside clutter alone and is “unrealistic,” he said.
