MONMOUTH – Selectmen have called a special town meeting for Monday, Aug. 1, to vote on budget articles that were rejected in June.
Two school articles and one town article failed to pass. The Board of Selectmen and School Committee have agreed to reduce those funding amounts and to present them for a new vote by secret ballot.
Polls will be open at Cumston Hall from 10 a.m. to 8 p.m.
The proposed budget articles are:
• The “additional local funds” article, which has been reduced by $86,353. The new amount is based on an operating budget reduction of $51,418, additional state funding of $935 and a carry-forward balance of $34,000.
Operating expenses will be reduced by eliminating a special education position of $33,762, and a combination of other budget reductions. The total amount requested, $680,191, for additional local funds is less than the $717,723.70 approved in the previous year.
• The “total budget” article, which has been reduced by $51,418. As proposed, Monmouth’s school budget is $87,294 below the state’s guideline for essential funding. Schools can operate this summer and into the school year without an approved budget by July 1 because voters passed an essential funding budget article on June 14.
However, failure to pass the two remaining school budget articles will limit how long the school may operate into the academic year, Town Manager Jason Simcock said.
Tax bills will be postponed until the town approves a final school budget, he said.
• The “town planning budget” article, which has been reduced by $7,500. The town has received a $9,000 state planning grant to be used for updating the comprehensive plan. Of the $10,826 being requested, $5,581 is to fund dues for the town’s membership to the Kennebec Valley Council of Governments. The remainder would cover planning activities, including mapping and Planning Board expenses.
• A new article on the warrant asks voters to appropriate $61,200 from surplus for a townwide revaluation. It also asks voters to authorize selectmen to borrow or bond up to $100,000 for the revaluation. Another $25,000 was raised and appropriated at town meeting in June. The total cost is $186,200.
