RUMFORD – Voters will have a mix of new ordinances and amended ordinances to act on when they go to polls in June, including laws dealing with noise levels, entertainment and winter parking.
On April 17 and April 24, people will have a chance to learn about the revisions or new ordinances approved for voter action. Prior to the hearings, residents may also submit their own changes or new ordinances to the town office for consideration.
Among ordinances proposed so far is one governing noise levels. The issue was triggered by complaints from neighbors living near one of the bars in town. Interim Town Manager Stacy Carter said allowable noise levels as proposed in the ordinance will apply to all types of noise.
Another new ordinance would govern special amusement permits and outline the criteria used to suspend or revoke an entertainment permit.
A similar proposed ordinance would govern the criteria for businesses that obtain victualers licenses and provide criteria for revocation or suspension of such a license.
A fourth proposed ordinance would govern rules and regulations for new electronic signs. Two were recently installed, one at the intersection of Lincoln Avenue and Hancock Street and one at Hosmer Field. Carter said the town has no rules for regulating them.
Voters will also act on an amendment to the traffic regulation ordinance that would eliminate the winter parking ban that has been in effect for years from Nov. 15 to April 15. Instead, if passed, the amendment would ban overnight parking on town streets only when needed.
Carter said winters aren’t as severe as they once were, and often the town goes for weeks without the need to plow.
“People aren’t allowed to park overnight. We want to be fair to tenants and residents,” he said.
The police department proposed the amendment.
Voting on the ordinances takes place by referendum on June 12.
