In January 2004, Gov. John Baldacci’s budget was submitted. It included tons of money for highways, sorely needed at the time.

What happened? Well, Gov. Baldacci took $54.6 million of highway funds from 2002-2006 for other needs, i.e. to balance his budget. Thus the sorely needed highway improvements were not completed.

Now we are to vote on a $113 million bond for highway improvements. I wonder if there is language in the agreement to forbid the governor from utilizing those funds for other than highway improvement?
