Board: Lisbon Town Council

Met: Tuesday

Issue: In prior years, the town had set aside $10,000 to be divided among several nonprofit agencies, but the money was cut in the most recent budget.

Scoop: After receiving a letter from Lisbon Area Christian Outreach, which had received funding in past years, asking for funding this year, councilors agreed to allocate $1,000 to the agency.

Chairman resigns

Issue: Town Council Chairman Layne Curtis, whose term was to expire in November, has submitted his resignation.

Scoop: After accepting his resignation, councilors voted to seek applications for a replacement now through June 30. Candidates will then be interviewed and it is expected a new councilor will be appointed at the July 10 meeting.

Assistant leaving

Issue: The town manager’s administrative assistant, Tammy Thatcher, recently resigned to take other employment.

Scoop: Juliet LeBlond, a counter clerk in the town clerk’s office, has been appointed as Thatcher’s replacement and will assume her new duties next week.

Officials leaving

Scoop: Tax Collector Betty Sigurdsson, who has worked for the town for 23 years, has resigned and will leave July 5 to become tax collector for the city of Auburn. Also, General Assistance Director Judy Goddard, who has worked for the town for 20 years, is leaving at the end of the week. She has accepted the job of deputy general assistance director for the town of Brunswick. She is the fourth long-time employee to leave in the past few weeks.

Scoop: The town is advertising for applicants to fill the positions. Councilors are interviewing candidates to fill the position of community development director, formerly held by 20-year employee Dan Feeney, who resigned to accept a similar position for the city of Portland.

Ordinance updates

Issue: The town is continuing the process of updating various ordinances to bring them into line with the requirements of the new town council form of government.

Scoop: Councilors amended the park regulations ordinance to include the MTM park and Booker Street park. They also reviewed proposed changes in the solid waste ordinance, but made no final decision.

Bid accepted

Scoop: Accepted Whited Ford’s bid of $76,000 for a three-year lease/purchase agreement for a new Sterling tractor for the solid waste department, replacing a 1987 model.

Route 196 study

Issue: Continued discussion of the $40,000 Route 196 TSM study/access management study.

Scoop: Dan Craig, director of the Androscoggin Transportation Regional Committee, met with councilors to discuss the study.

Vendor’s license

Other: Granted an itinerant vendor’s license to Robert Spear and Gerald Starritt doing business as Northeast Ice Cream, appointed Lucien Asselin as a civil constable, and reviewed the Public Works Department’s 2007 road paving list.
