Polling place
Issue: Voting is done at two polling locations, the town office in Lisbon Center and the MTM Community Center in Lisbon Falls. Both have limited parking. Town Clerk Twila Lycette proposed combining them into a single larger place for the November election.
Scoop: Councilors discussed the possibility of a single polling place at either Holy Trinity Church on Frost Hill Avenue or the Lisbon Falls Baptist Church on Route 196, both in Lisbon Falls. It is expected the council will make a decision at the Aug. 5 meeting.
Books close
Scoop: It was reported that the books closed for fiscal 2008 on June 30. The council previously approved several year-end transfers for the purpose of balancing them. The largest single overdraft, $138,000, was in the Public Works Department winter roads budget.
Gathering permit
Scoop: James and Paulette Carville, doing business as Riverside Flea Market, were granted a 12-month mass gathering permit for the flea market on outer Route 196.
Town manager’s report: Town Manager Steve Eldridge reported that a meeting, date to be announced, will be scheduled with MDOT’s Railroad Division to discuss the possibility of extending the railroad line from Celotex at the Topsham town line to Capital Avenue. Local businesses will be invited.
Maurice Bonneau (Bonneau’s Sausage Kitchen) has asked that four parking spaces be set aside for his business.
Town department heads have been looking at ways to achieve cost savings, one of them being a 10-hour 4-day work week.
Plans are in the works for a town employees picnic on July 27 at Beaver Park.
Appointments: Ryan Leighton and Elwood Beal to the ARTC.
Stephen Eldridge and Lori Pomelow to the Policy Committee.
Bids: Windland Organics was awarded the contract for sludge removal on it’s bid of $86.50 per ton.
It was agreed to sell Warren Smith of Livermore Falls an old Sea Nymph boat and trailer on his bid of $222.
Erwin Motors of New Hampshire was awarded the contract to provide a new Ford Crown Victoria police cruiser on it’s bid of $18,009 with trade.
Executive session: No votes were taken following an executive session held after the open meeting to discuss personnel.
