Lewiston city employee Moe Dutil thaws the lock of a parking meter on Pine Street on Tuesday morning. With freezing temperatures of late he has had to arm himself with a blowtorch and a hammer to get at many pesky meters. After 10 years on the job, he says “No question, it’s much easier to collect in the summer, but there is a lot more work to do then, like painting and other maintenance that cannot be done in the winter.”
