KINGFIELD – Town meeting voters will consider action on articles including shoreland zoning updates, a Fire Department billing ordinance and a budget that fell $7,800 from last year, said Greg Davis, administrative assistant.
The session is scheduled for 9 a.m. Saturday, March 7, at the Kingfield Elementary School.
Along with 33 articles, a three-year selectman’s seat is available. After 12 years, Selectman John Dill isn’t seeking re-election. Three candidates want the seat: Scott Hoisington, Raymond Meldrum and Mervin Wilson. The election will be held during the meeting.
The budget for 2009 came in at $697,980 compared to this year’s $705,787, Davis said. Most departments requested a flat-funded budget this year while costs for the Fire Department and ambulance subsidy decreased.
The administration budget is down $4,800, at $225,800 from $230,600.
One article asks voters to reduce the discount offered for tax payments made within 45 days of billing, he said. The discount will drop from 3 to 2 percent, which meant budgeting $20,000 for discounts instead of $25,000, Davis said.
A few articles reflect lower amounts recommended by the Budget Committee, said Davis. The committee recommended $300 for a $2,000 request from the Franklin County Chamber of Commerce. The Kingfield POPS committee requested $2,000 while the Kingfield Days committee requested $3,000, but the committee recommends $1,000 less for each.
By a 5-4 votes, the committee rejected $3,000 requested for the Kingfield Sno-Wanderers for trail maintenance.
Public Works seeks a $1,200 budget increase, bringing its operating budget to $211,500.
The transfer station also requested $4,000 more reflecting the increase of fuel costs, he said.
Voters will be asked to approve the Fire Department’s service billing ordinance that allows it to bill for events that require responders to be at a scene for long periods. For situations such a logging truck accident or a hazardous materials spill that might take up to 14 hours, the department would have a way to recoup some of its expenses, Davis said.
Local taxpayers are exempt from being billed for services as they already pay through their taxes, he added.
Voters will also be asked to repeal the shoreland zoning ordinance and enact an amended ordinance that brings the town up to state shoreland zoning standards, he said.
