The American Legion’s third District High School Oratorical Contest was recently held at Mechanic Falls Post 150. The topic was the U.S. Constitution. The winner, Keitaroh Kobayashi of Manchester, advanced to the department semi-finals and finals. The runner-up was Devon McElroy of Litchfield.
