LISBON — Councilors adopted a $6.9 million budget for 2010-11 at their meeting Tuesday. The spending plan represents a 3 percent increase over the current budget.

Some of the increase, $356,161, is because of higher debt service, hydrant rental fees and insurance costs, Town Manager Steve Eldridge said.

Also contributing to the hike is a loss of $174,000 in revenues and a loss of $250,000 in state revenue sharing.

To keep the increase at a minimum, four open, full-time positions will not be filled — one at the transfer station, one in the Police Department and two in the Public Works Department. Additionally, two part-time positions will not be filled.

The current tax rate is $25.50 per $1,000 of property value. Town officials anticipate the new budget will increase the rate by between 75 cents and $1.

The new tax rate will not be set until late August, after a land revaluation is completed.

In other business, Eldridge and Scott Langley, chairman of the Sabattus Board of Selectmen, were nominated to the Maine Municipal Association’s Legislative Policy Committee.

Councilors voted to close several streets during the Moxie Day celebration on July 9, 10 and 11.
