The Maine Public Utilities Commission is reviewing plans to create an ombudsman to deal with issues between Maine landowners and Central Maine Power concerning a massive power line upgrade. The ombudsman program is  being set up through a formal process, and a commission decision is expected Aug. 3 concerning which state office will house the ombudsman. A story on Page B1 of City edition was unclear.
