BUCKFIELD — The Board of Selectmen on Tuesday approved the warrant for a special town meeting Nov. 2 to elect a selectman to replace Chip Richardson, who has resigned.

Town Clerk Cindy Dunn said three people have taken out nomination papers and another is interested in the position. She said residents have until Tuesday, Sept. 28, to file papers.

The town also will be voting on the Property Assessed Clean Energy Ordinance to allow 100 homes to have energy audits and winterization loans. In order for the audits to be approved by the state, an ordinance must be in place.

In other news, Recreation Committee Chairman Chris Reed told the board that he asked contractor David Bragg to look at the ball field on Cross Road to see if he could make a place for an ice-skating rink.

Reed said that when he told Bragg about future plans to build a parking lot, Bragg told him he might be able to work out something to help with expenses by exchanging some loam for work.

Bragg said he could fix 300 feet of the road at the site and make a parking lot 200 by 60 feet. In addition, he could make a 60- by 100-foot ice rink.

The committee has $3,000 earmarked for capital improvements at the Municipal Center field, which Town Manager Glen Holmes advised could be used to help pay for part of the Cross Road project, if selectmen approve. The work is expected to cost more than $3,000.

Reed said Bragg was willing to wait until next year’s recreation budget is approved to get the rest of the money.

Holmes said Bragg was taking quite a chance because that budget might not be approved. The board voted to have Reed present the idea to the rest of the Recreation Committee for its approval. The project could possibly be finished by the end of October.

Reed also said a $1,500 gift from beekeeper Tony Bachelder was given for improvements to the Municipal Center field, and that money could replace some of what is used from the capital improvement account.

In other matters, Holmes informed the board of a $500 recycling grant to get a large bulletin board at the Swap Shop. People could list large items they have to give away. It could also be used for posters and news on recycling, composting and training for composting.

The board signed a letter of intent for an emergency management grant to buy a generator for the Fire Department.
