BUCKFIELD — Four Planning Board members handed in their resignations Tuesday night, three days after selectmen voted against the Small Wind Ordinance at the annual town meeting.

The resignations of Becky Perry, Perley Lovejoy, Stacy Scotia and James Parker were tabled until the July 17 selectmen’s meeting.

Michelle Casey and Kenny Warren did not submit resignations.

The ordinance written by the Planning Board failed to pass at Saturday’s meeting and the lack of support by selectmen shocked Scotia and Parker, according to their letters. The Planning Board had been led to believe the board was in favor of it, because it had assisted in writing it, they said.

The ordinance was to regulate individual small wind energy systems.

Selectmen Eileen Hotham, Robin Buswell, Rodney Allen voted it and some Planning Board members said felt they had no support and decided to resign.

Selectmen asked the board to attend the July 17 meeting to discuss their differences.

In other action Tuesday night, selectmen voted to accept the state of Maine amendments to the General Assistance program. The state calculates that one person would receive $442 a month; two persons, $588; and on up to five persons, $1,130.

In other business, the board authorized Town Manager Dana Lee to obtain bids for town mowing so the Highway Department has more time for road work.

The board accepted an application from Norman Richardson for the Recreation Committee.

A hearing is set for 6 p.m. July 17 on closing Sodom and Mountain roads to winter maintenance.

The board awarded a paving contract to Rampart Bituminous LLC of Portland for its low bid of $334,835. Lee said High Street is prepped for paving and Bear Pond Road would be next.

Lee gave the board a list of his goals which include:

* Develop a five-year capital investment plan for major vehicles, buildings and roads.

* Develop and implement a plan for dealing with junkyards to encourage people to clean up.

* Facilitate and bring to public decision-making a strong plan for providing safe and adequate fire and rescue building space. Lee is still looking at the Oxford Networks building, which he said would be the cheapest to use. Tearing the present building and the old garage down and starting a new building is a possibility, he said.

* Conclude the no-sort waste recycling study for reconsideration in the 2013-2014 budget.

* Establish staff goals.

* Seek to increase Public Works capabilities and efficiency.

* Seek to better utilize office staff.

* Research and write no less than two grants.

* Ensure road projects are done well, on budget and on time.

* Assist the Recreation Committee to become stronger and better organized.

Lee reported Jason Rowe volunteered to spearhead the Labor Day weekend festivities, but he needs lots of help. Those interested are asked to call the Town Office.
