AVON — A local man faces charges after police say he stood in the middle of Route 149/River Road and became combative when Franklin County deputies tried to remove him, Sheriff Scott Nichols Sr. said.

Deputy Sandy Burke arrested Mark C. Fagan, 31, on Friday on charges of disorderly conduct and obstructing a public way. He posted $200 cash bail and was released from jail Saturday.

Burke and Lt. Detective David St. Laurent responded to a report of a man standing in the middle of the road and “flipped off” the caller as she went by, Nichols said. Deputies tried to get him out of the road, but he was combative and would not stop going into the road, Nichols said.

Fagan is scheduled to appear in a Farmington court on May 6.
