WATERVILLE — The Maine Town and City Clerks Association recognized South Portland Licensing Administrator Jessica Hanscombe as “Deputy Municipal Clerk of the Year” on Sept. 9 at the MTCCA Annual Meeting, held at the Waterville Elks Club.
Hanscombe is a 1995 graduate of Lewiston High School and attended American International College in Springfield, Mass., for two years. She is the daughter of Mike and Joanne Blais of Lewiston and the granddaughter of Robert Pacios of Auburn.
The purpose of the Deputy or Assistant Clerk of the Year Award is to honor and recognize a member of the MTCCA whose work in the clerk’s office goes above and beyond what is required by the job title and who is committed to improve municipal government and their community.
Jessica was hired as the South Portland Licensing Administrator in May 2011 after holding the same position in Lewiston for 13 years. While in South Portland, she streamlined the processing of business licensing and introduced a great process for administering community events so that all department heads know the logistic requirements for each event.
She completed her second year at the New England Municipal Clerks Institute this past summer, teaches classes for the Maine Town and City Clerks Association, is the editor and publisher of the annual report for the city of South Portland for which she has won several awards and completed a leadership program at Southern Maine Community College this past spring.
