FARMINGTON — Voters approved all 41 articles on the annual town meeting warrant Monday night with little or no discussion.

The articles tallied a total budget of $5.4 million, Town Manager Richard Davis said Tuesday. It’s an increase of $81,147 over the 2015 budget. 

Among the articles were expansion of the Farmington Downtown Tax Increment Financing District, support of the application for a Community Development Block Grant for 82 High Street, and budgets from town departments:

• Farmington Police Department was funded at $1,214,550;

• Public Works Department, $1,249,537;

• Parks and Recreation, $272,146;

• Code Enforcement, $150,561; and

• general administration, $725,621.

The general administration budget covers costs for items such as the town manager, town secretary, assessor, treasurer,clerk, the municipal building and General Assistance.

The budgets reflected no pay increases except for non-management, union police members.

Farmington Fire and Rescue’s requested $434,492, an increase of $32,979 over the 2015 budget, was also approved by taxpayers.

Some concerns about increased spending were raised by a few residents.

In an overview provided at the meeting, town officials estimated the tax rate will be $18.80 per thousand dollars of valuation. The estimate is based on the school and county assessments not increasing substantially, local assessment values increasing for 2016 and voters approving the warrant articles as recommended.

Residents approved spending up to $60,000 from the Unassigned Fund Balance to complete the Front Street drainage pipe replacement project.

They also continued the town’s capital improvement program for roads, a fourth year out of five planned, by raising and appropriating $233,000 and appropriating $158,780 from the state Local Road Assistance Program.
