FREDERICK, Md. — Desda Rutledge Fogg, 80, of Mount Airy, Md., and formerly of Norway, passed away at Frederick Memorial Hospital in Frederick, Md. She was born in Norway on Sept. 4, 1938, to Leonard Rutledge and Ruth Louise Tracy.
