FARMINGTON – Selectmen are scheduled to tackle a lengthy agenda tonight, but many of the items are routine, Town Manager Richard Davis said.

A public hearing will be held on two amendments to the town’s parking ordinance. A current ordinance prohibiting parking within 10 feet from an alleyway, driveway or fire lane in the business district will remain intact, but the change will define the business district as the area between Anson and South streets and Front to High streets, Davis said.

Also, the public will have opportunity to comment on a change to winter parking on Main Street. Currently, the ordinance prohibits parking on Main Street after 10 p.m. during the winter months, while parking is banned on all other streets in town after midnight. The proposed change would make parking legal on Main Street until midnight, consistent with other streets in the business district.

Selectmen will also discuss the town’s commitment to Franklin Memorial Hospital’s proposal for ambulance service. Announced last week, the town’s proposed subsidy for the 2005 contract is $45,300. Davis said the contract doesn’t look too bad, but there are still some questions that need to be answered, including staffing levels.

Selectmen will set a date for a special town meeting at which voters will decide on a proposed budget change for the recycling department. The warrant will propose appropriating funds from recycling revenues to balance a budget overdraft of $5,786. Revenues have far exceeded expenditures, according to Davis. Although the funding request is unusual, he said the board is required to permit voters to have a say because it is a change to the town’s voter-approved budget.

Also on the agenda are discussions of:

• Employee mileage rate. Davis said he will propose the Internal Revenue Service’s rate of 41.5 cents per mile. The current rate is 29 cents.

• Application for a $10,000 planning grant through the Maine Development Foundation to study regionalization of the area’s fire services.

• Approval for games of chance, Beano and Bingo for the Elks Lodge for the upcoming year.

• Acceptance of a bid on a surplus Chevrolet Blazer for the Police Department.

• Confirmation of the appointment of Bonnie Pomeroy as full-time police department secretary.

• Award of financial audit services for this year and the next two years.

• Approval of the sewer commitment for the last quarter of this year.

• Review of the preliminary 2005 budget proposal and setting a date for a special meeting to discuss budget requests with department heads.
