HARTFORD — Challenger Kathy Lowe won her bid for selectman over incumbent John Plumley in balloting Tuesday, Town Clerk Lianne Bedard said. The vote was 99 to 49. Voters narrowly approved the RSU 10 budget by a vote of 74 to 73.
