A three-year sidewalk snowplowing and sanding contract was also awarded

LISBON – Selectmen voted Tuesday night to extend the temporary school construction bond anticipation note from Nov. 15 to June 15.

The change was necessitated due to the state’s decision to move the permanent bond date from November to next spring. The state has agreed to pay the costs related to the change in the permanent bond date, Superintendent Shannon Welsh said.

The original principal amount of the bond for temporary financing for the construction of the new central elementary school was $5,560,000 at a rate of 1.79 percent interest. It was to have matured in November when a permanent 20-year bond would have been issued.

As amended, the maturity date will be extended through June 15, 2004, and the principal amount will be increased, not to exceed $8,785,000. The state agreed to a request from the School Department to waive the competitive bid requirement, which will allow the town to save legal expenses by extending the current bond anticipation note rather than go back out to competitive bidding.

In other business, a three-year sidewalk snowplowing and sanding contract was awarded to the current contractor, Granville Morgan, at a cost of $16,430 for plowing and $8,000 for sanding the first year. It will increase by 2 percent the second year and 2 percent the third year.

Selectmen accepted the high bid of $4,200 from Letha Bennett for a 1993 Saab that was donated to the town to sell. The donation was made with the stipulation that the proceeds go to the town libraries. Town Manager Curtis Lunt was authorized to go down to the next highest bid, if Bennett’s bid falls through.

On Lunt’s recommendation, selectmen signed a Gold Star Award to be presented to the Town Clerk’s Office for service “above and beyond” for volunteering to answer the new Help Line on the automated town office phone system. The line has been averaging 24 calls per day, many from callers who are unsure of which office to contact for their business, Lunt said. “The Town Clerk’s Office, under the direction of Town Clerk Twila Lycette, is providing added value and customer service,” he told selectmen.

It was decided to reschedule the next board meeting to Wednesday, Nov. 5, due to the state election on Nov. 4, the usual meeting night.
