• July 29, 10:40 p.m. – A Waldo Street resident reported that a man in a vehicle with Massachusetts license plates was watching children on Waldo Street and acting suspicious. Upon investigating, the man was arrested. Wayne Encarnacao, 45, of Wakefield, Mass., was charged with operating under the influence and was taken to Oxford County Jail in Paris.
• July 28, 11:48 p.m. – A driver on Lincoln Avenue reported that someone threw a liquid on her vehicle while she was driving.
• July 27, 10:45 a.m. – A man reported that someone had scratched the hood of his truck overnight while it was parked on Maine Avenue.
• July 26, 9:30 p.m. – An Urquhart Street resident reported that someone threw a rock through a window at 9 p.m. Subjects were seen running from the area. No one was located due to the delay in reporting incident. Damage was estimated at $100.
Arrests
All of the following are to be arraigned on Sept. 7 in Rumford District Court:
• Brandon Windover, 30, of Mexico, on an Oxford County sheriff’s warrant and an Androscoggin County sheriff’s warrant, at 6:40 a.m. on July 29 on Route 2. He was released on $350 cash bail.
• Steven Morton, 19, of Rumford, on a charge of furnishing a place for minors to consume liquor, at 3:30 a.m. on July 28 on Essex Avenue. He was released on unsecured bail.
• Laurel McKenzie, 38, of Rumford, on a charge of operating without a license, at 9:27 p.m. on July 27 on Franklin Street. She failed to post $300 cash bail and was taken to Oxford County Jail.
• Matthew P. McCann, 18, of Rumford, on a warrant for failure to appear in court, at 10:30 a.m. on July 27. He was released on $250 cash bail.
