JAY — Selectpersons voted Monday to buy a new cruiser and use an estimated $100,000-plus from the American Rescue Plan Act for six improvement projects.

Police Chief Richard Caton IV received three quotes for a new cruiser, Town Manager Shiloh LaFreniere said Tuesday.

The Select Board opted to buy a 2022 cruiser with a road-ready package for $40,406 from Farmington Ford. The dealership will pay $9,000 for trading in two older cruisers. It will take an estimated $6,000 to $7,000 more to fully equip the vehicle, LaFreniere said.

The cruiser is at the Farmington dealership, she said. The money will come from the capital reserve account.

The other offers were from Quirk Auto in Augusta for $42,820 for a hybrid cruiser and $40,172 for a gas-powered vehicle, and Bailey Brothers Ford in Livermore Falls for $43,908. Caton told selectpersons it would take about 30 weeks to get the Bailey Brothers vehicle, LaFreniere said.

The Police Department is also looking for a new school resource officer to replace Darin Gilbert who submitted his resignation, she said.

Gilbert’s last day at Regional School Unit 73 is April 8, Caton said Tuesday.

In other business, the board voted to use federal relief funds for projects that would save the taxpayers money in the long run. The town expects a total $488,000, half of which has been received and the rest is expected in late summer or fall.

Lafreniere said projects approved are:

• A new HVAC system for the Town Office/Police Department for an estimated $40,000. It will cover Optimal Energy consulting work. The vote was 4-1 for each with Selectperson Gary McGrane opposed. Chairman Terry Bergeron, Vice Chairman Tim DeMillo and Selectpersons Lee Ann Dalessandro and Tom Goding were in favor.

• A new phone system for the Town Office and Police Department for an estimated $16,000. There will be savings of about $250 each month between the two offices due to reducing phone lines. The board will look at other departments.

• Four body cameras for an estimated $730 each and two Tasers for about $1,300 each.

• A new boiler for the North Jay Fire Station for an estimated $22,000.

• Six new doors at the fire stations in South Jay and North Jay for an estimated $37,000.

• New globe lights on either side of the Jay War Memorial for an estimated $7,300, plus installation.

Other projects are being considered and estimates gathered.

The board had previously approved using $10,800 to buy 6-inch high-resolution, aerial digital photos of the town. Voters approved the project last year.
