UPTON – Town meeting at 7 p.m. Thursday, March 4, in the municipal building should be rather tranquil, said Richard J. LeComte.

“We really don’t have any major issues facing the voters this year,” said the Board of Selectmen chairman.

The proposed municipal budget of $105,508 reflects this, showing a $3,508 increase over last year’s budget of $102,000.

Last year’s town meeting attracted about 26 people out of this tiny Oxford County town’s population of 69.

Some of the items on the 30-article warrant ask voters to:

• Take the recommended amounts of $12,000 from the DOT Account, $15,000 from surplus, and $10,000 through taxation and the excise tax for summer and winter roads, and equipment repair.

• Take $1,000 from surplus for fire protection.

• Take $8,000 from surplus and raising $8,000 through taxation for the transfer station.

Under the town’s SAD 44 school articles, voters are asked to:

• Appropriate $57,465 from the foundation allocation for school purposes for the 2004-05 school year and raise $55,200 as the local share of the foundation allocation.

• Appropriate and raise $33 for the debt service allocation.

• Raise $14,000 in additional local funds.

• Authorize the SAD 44 School Committee to spend $79,528 for the fiscal year beginning July 1, 2004, and ending June 30, 2005.

Voters are also asked to elect a selectman, assessor and overseer of the poor for a three-year term, a tax collector, treasurer, School Committee member (three-year term), and a town clerk for the ensuing year.

But just who’s running is anyone’s guess.

“As far as candidates, who knows. It’s top secret until one gets to the town meeting,” LeComte added.

Currently, the 3-year selectmen seat vacated by Earl Largesse and filled for one year by James Rector, is up for grabs.

Other officials whose terms are up, include Walter Stanczyc as treasurer, tax collector and town clerk; and Marie Aron-Chair as one of the town’s three SAD 44 School Committee members.
