LISBON – Selectmen named Connie Moran, Water Commissioner Bill Bauerthree and Selectman E. Charles Smith to the new Charter Commission.

The remaining six at-large seats will be filled in a special election by secret ballot Aug. 7. Anyone interested in running may obtain nomination papers from Town Clerk Twila Lycette. Papers must be signed by at least 25 registered Lisbon voters and filed with Lycette by June 24.

Layne Curtis was named selectmen’s representative to a new Advisory Committee to assist in the possible formation of a community school district.

Approved was the expenditure of $106,000 for the purchase of new wastewater treatment plant headworks equipment that will screen grit. The money will come from a $350,000 capital project bond issue approved by town meeting last month.

It was agreed to establish a board of directors that will set policy, uses and budget for the operation of the former Marion T. Morse School as a community building.

In other action, the agreement with the Maine Department of Transportation for phase II of the $240,000 trail project was signed. The town’s share is $48,000.

Main Street, Union Street and Capital Avenue will be closed for the Moxie Festival, July 9-11.

Selectmen approved $51,000 in year-end transfers among several town accounts to balance them. This is down from last year’s $55,000, Town Manager Curtis Lunt said. The transfers will now be forwarded to the Advisory Board for final approval before the end of the fiscal year June 30.

The semiannual joint meeting of the school board and selectmen will be 7 p.m. Tuesday, June 22, at the town office.

Librarian Diane Nadeau gave a demonstration of the new library Web site, Booksearch, that will allow patrons to locate the availability of books by title and author from their home computers.

Lucien Asselin was appointed civil constable to serve civil process papers.

No action was taken following executive sessions to consider requests for two poverty tax abatements and labor contracts.
